Description
1. Introduction: The U.S. Customs and Border Protection (CBP) Office of Air and Marine (OAM), hereby issues the following Request for Information (RFI) pursuant to Federal Acquisition Regulations (FAR) 15.201(e) to seek information on MQ-9 Training Devices for planning purposes only. 2. Description: The goal of this RFI is to identify MQ-9 training devices that meet CBP OAM's potential requirements. The capabilities of the MQ-9 training device (hereafter referred to as the "device") shall support aircrew operational training (pilots and sensor operators) including initial qualification training, mission qualification training, and continuation training. The device shall be capable of providing mission training in the locally networked and/or distributed mission operation environments. The device shall meet maintenance training requirements for equipment familiarity, menu proficiency, equipment operations and check procedures. The device shall support realistic mission training, sensor imagery, and database updates to meet the training and mission rehearsal requirements for designated areas of operation. 3. Information Requested: Respondents are requested to furnish information that addresses the following capabilities and functionalities. The device shall: · Provide "Open Architecture" that allows for adding, upgrading, or swapping components as future software/hardware upgrades become available. · Provide functionality and fidelity that is equal to or greater than the current USAF MQ-9 training devices. · Provide the capability to run as a standalone dedicated training system or as an appended training system to an operational ground control station (GCS). · Allow for the selection of a dedicated training mode or, on the same device, switch to the support of an operational mission while employing the same technology to supplement live operations. · Simulate the design basis aircraft together with its integration to the flight control computer, associated systems, and instruments. · Provide high fidelity simulations of the MQ-9 sensor suite to include all modes of operation for the nose camera, MTS-B, Lynx II SAR radar and SeaVue maritime radar. · Provide an Instructor Operating Station (IOS) for instructor control and monitoring (ICM). · Provide for the simulation of synthetic environment that will allow the instructor to place and control the moving models in the environment. · The device display system shall provide a high-fidelity simulation of the MQ-9 sensor suite. · The database shall support full mission operations within all CONUS border regions including support for maritime operations. · The environment shall consist of a set of physical system models representing sensors, communications, avionics, navigation, weapons that comprise the platform / vehicle / aircraft / system (a ship, tank, plane, etc. and a mission behavior model to represent the crew of the entity), people, and animals (cows, deer etc.). · Characteristics and functionality of each entity and corresponding systems represented shall be simulated to the extent allowable using unclassified data. 4. Disclaimer: This sources sought notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue and RFP in the future. CBP may seek proposals in the near future and will not accept unsolicited proposals at this time. This notice does not commit the Government to contract for any supply or service whatsoever. Participation does not imply any obligation on the part of the Government. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the responder's expense. Not responding to this notice does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOps) website. It is the responsibility of potential offerors to monitor these sites for additional information. Proprietary information will be protected to the greatest extent provided by law. Responses: Responses to this RFI shall not exceed ten (10) pages (including cover letter) and shall be received via email to stephanie.alexander@dhs.gov not later than 11:59 PM EDT, April 19, 2010.
