- RECOVERY This project is funded by the American Recovery and reinvestment Act of 2009 (ARRA) and is subject to the requirements of the act. Solicitation will be posted at fedbizopps.gov on or about 20 Apr 2010. No paper copies will be sent. Notifications of any changes will be made as modifications to this announcement. To receive an award, vendor must maintain a current registration at www.ccr.gov and meet 8(a) certification eligibility as prescribed in the solicitation. The Lassen NF is seeking design and construction management services (CMS) to upgrade the existing waste treatment facility by enhancing the biological treatment process and functionality. The current waste discharge permit limits the disposal of treated effluent by “evaporation means only” not by land application. Therefore, the best biological treatment process and functionality should be reflective in the upgrade design. The objectives for the upgrade of this treatment facility include: a. Compliance with State Issued Waste discharge permit b. Enhancement of Biological Treatment process and functionality c. Effective communication between project managers d. Identification and achievement of project goals e. Planning that maximizes limited construction season f. Estimate of Construction Project Costs for Alternatives g. Provide a Schedule of Items. h. Development of Construction Schedule i. Construction of new waste system This acquisition is 100% set-aside as a Competitive 8(a) Acquisition as prescribed in FAR 19.805. This solicitation is limited to eligible 8(a) firms located within the Small Business Administration's (SBA) Sacramento, Fresno, and San Francisco District Offices as required in the SBA's acceptance letter for this project. This is a Design/Build project and is prepared in accordance with the requirements set forth in FAR 36 and as authorized by section 4105 of the Clinger-Cohen Act and is supplemented with additional information included in the solicitation. The Design-Build process has two distinct phases. The solicitation incorporates both phases. Phase I is the pre-qualification process, where the Government will select up to THREE contractors on the basis of their qualifications and preliminary proposal(s). ONLY the selected contractors will then qualify for the Phase II process. In Phase II of the procurement procedure Contractors will be given the opportunity to offer their preliminary design and/or technical approach and cost proposals. Final selection and basis for award will be qualifications, past experience, technical quality, price and other salient factors considered to be the best value to the Government. Contractors are urged and expected to attend a site visit which will be scheduled when weather permits. The date and time for the visit will be included in the solicitation when posted to this site.
