- USAID's Office of Acquisition and Assistance (M/OAA) intends to award a fixed price contract for services as described in the attached Statement of Objectives (SOO), to the responsible Offeror who presents the best value considering both technical and price considerations. USAID is issuing this solicitation on an unrestricted basis and intends to award a firm fixed-price Contract as a result of this request for proposal (RFP). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is SOL-OAA-10-000018 and is issued as a request for proposal (RFP). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 39. The associated NAICS code for this procurement is 541611. This requirement is unrestricted and interested Offerors should submit both a technical and price proposal as well as proposed Statement of Work (SOW) and past performance information. Offerors shall address the requirements stated in the attached Statement of Objectives (SOO). The provisions at 52.212-2, Evaluation - Commercial Items, applies to this acquisition and the factors that shall be used to evaluate offers are technical capability, price, and past performance. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders - Commercial Items, applies to this acquisition.
