- The United States Property & Fiscal Office for Florida intends to award on a sole source basis under authority of FAR 13.501 to General Dynamics C4 Systems, 400 John Quincy Adams Rd, Taunton, MA for the following: 6 ea - Bullfrog V2, PN 02-2800945-1; 6 ea - 80GB HD, PN 02-2800882-1; 6 ea - 4GB Memory, PN 06-2800883-1; 6 ea - CD DVD DR, PN 02-28011205-4; 6 ea - AC/DC Power, PN 28-2800884-1. These ruggedized computer systems will be used by the Florida National Guard Regional Training Institute to conduct Military Occupational Specialty Training. The basis for restricting competition is that General Dynamics C4 Systems is currently the sole manufacturer of these systems to the Army under Common Hardware Systems (CHS). It is the policy of the Program Executive Office, Command, Control and Communications-Tactical (PEO C3T) that the Common Hardware System (CHS) is the preferred source of computer and networking hardware for the PEO C3T Systems as per PEO C3T memo signed 11-Oct-2007. Purchasing this product allows for interoperable, compatible, deployable, and survivable hardware and COTS software for Command, Control and Communications at all echelons of command for the United States Army and other DoD services with world-wide repair, maintenance and logistics support through contractor-operated CHS Repair Centers (CRCs) and management of a comprehensive warranty program. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an Unrestricted basis. The Justification and Approval (J&A) citing the authority of FAR 6.302-1, will be posted for the public inspection on or about 23 April 2010. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source to the manufacturer, General Dynamics C4 Systems. Responses are due by 12 April 2010, 4:00 p.m. (EDT).
