- This is a Notice of Intent to negotiate with only one source. The U.S. Department of Veterans Affairs intends to acquire services to initiate a Health Information Exchange (HIE) pilot in rural Utah. Currently there is only one firm, Utah Health Information Network (UHIN), which contains the necessary membership of healthcare practitioners in Utah that is vital to the development of the HIE, as well as the authorization from the State of Utah to act as the duly appointed statewide HIE for this project. The Government intends to enter into sole source negotiations with UHIN using the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1. This notice of intent is not a Request For Proposal (RFP). The determination by the Government not to compete the proposed contract under full and open competition procedures based upon responses to this notice is solely within the discretion of the Government. If a firm feels they can fulfill this required service in accordance with the appointments of the State of Utah, they may identify their interest, qualifications, and capabilities in response to this notice of intent by submitting a capability statement by 1:00PM EST, April 6, 2010 to Kevin Fink, Contracting Specialist, at kevin.fink@va.gov.
