Description
The Federal Aviation Administration (FAA) has a requirement to provide Thirty-Five (35) 24-Hour (3-Day electrical safety training classes National Fire Prevention Association (NFPA) 70 E.The contractor must be registered in the Central Contractor Registration website at http://www.ccr.gov at the time the offer is made. Provide (35), 24-hour NFPA 70E Electrical Safety Requirements, including High Voltage- Qualified Person classes from May 2010 to October 2010 The classes will be held in the following metropolitan areas/cities which include, but are not limited to Albuquerque, Chicago, Detroit, Dallas/ Ft.Worth, Houston, Indianapolis, St. Louis, Kansas City, Lansing, MI, Minneapolis, Bethany, OK Cleveland, OH, San Antonio, TX, Corpus Christi, TX, Green Bay, WI, Fargo, ND. Since some employees will need to travel to the courses, classes will need to be held Tuesday through Thursday. The contractor will provide for the following: 1.Provide training to a minimum of 20 students.2.Provide one instructor for each course.3.Provide all necessary visuals and hands-on demonstration / training required for the course.4.Provide training certificates.5.Provide student manuals and other related materials.6.Topics covered should include, but not be limited to:(a)OSHA, NEC and FAA Regulations and Orders.(b)Hazards of electricity (shock, arc flash, safety, blasts(c)Lockout / Tagout-practical demonstration.(d)Personal protective equipment.(e)Causes of contact-prevention & conclusions.(f)Working on energized and de-energized equipment.(g)Maximum safe working conditions with power tools.(h)How to properly inspect testing equipment used by FAA technicians.(i)How to protect yourself from accidental energization.(j)Inspection and testing of switch sticks fuse sticks, etc.(k)Working in enclosed spaces.(l)Safety practices for working in an electrical substation.(m)Nominal voltage of exposed energized parts.(n)Clearance distances from energized parts based on the voltage.(o)Restricted access to high-voltage equipment.(p)Short current calculations(q)Grounding requirements for high voltage equipment and PPE.(r)A written evaluation of the information provided during the course. The FAA will provide: 1.Classroom large enough to accommodate 20 students and the instructor's equipment.2.Any necessary visual aids. Prerequisites for the Instructor: 1.At least 10 years experience in the electrical field.2.Needs to be familiar with FAA electrical equipment.3.Prior experience teaching FAA employees 4.Certified to perform and conduct 24-Hour 3-Day NFPA 70E Safety Training Classes. The performance period will be May 1, 2010 through October 30, 2010. The estimated price range is between $200,000 and $300,000. The Request for Proposal (RFP) will be issued approximately April 16, 2010. To qualify to receive a copy of this Request for Proposal (RFP) The deadline for making RFP requests is April 8, 2010 Close of Business (COB) 4:30 PM. All requests to receive a copy must be in writing via e-mail or fax to the Contracting Officer Kim Erkman. kim.erkman@faa.gov, at 847-294-7330, with the company name, mailing address, telephone number, and the complete RFP number. No telephone request or request after the deadline of April 8, 2010, will be accepted.
