- Satement of work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is the Request for Proposals. No other solicitation will be issued. This is a re-issuance of a solicitation previously announced through GSA eBuy. NAICS Small Business Size $25,000.000.00 The provisions and clauses incorporated into this document are those in effect on April 1, 2010. The Mine Safety and Health Administration (MSHA) uses a vehicle mounted mobile satellite-based local area network (LAN) to provide voice and data connectivity back to the MSHA Wide Area Network (WAN) during mine emergencies. The LAN connects to the MSHA WAN via the Verizon Satellite Network. The mobile LAN provides both wired and wireless connectivity at the mine site for authorized MSHA personnel. MSHA has acquired all of the equipment required for the mobile LAN. The wired portion of the LAN has been secured, tested, and deployed successfully; however it needs to be optimized for performance. The Wireless LAN (WLAN) has been set up and tested successfully using default settings; the WLAN needs to be both secured and optimized for performance. MSHA needs a vendor to conduct an assessment of MSHA's mobile LAN/ WLAN. MSHA also needs the vendor to configure, optimize and test the system to operate over MSHA's network. This project will include the development of a written assessment of the current system configuration, preparing a written Plan of Action for securing and optimizing the system, reconfiguring and successfully testing the system over the satellite network, training MSHA staff to configure and troubleshoot the system, and provide detailed documentation of the system. The project will result in a fully tested and deployable wireless and wired LAN. No additional equipment will be authorized for purchase under this contract. However, the vendor may propose additional equipment recommendations to improve performance or security for MSHA's future consideration. These recommendations may be included as an addendum to the Plan of Action. Additional information including the Statement of Work, requirements, proposal preparation and award information is included in the attached document.. Sources must have a valid Cage Code and DUNs Number or have the ability to obtain one and must also be actively registered in the Central Contractors Registration (CCR) at www.ccr.gov. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representations and Certifications Application (ORCA) prior to submittal of a proposal Note that there will be a mandatory site visit at the National Mine Health and Safety Academy at 1:00 PM Tuesday, April 13, 2010. Proposals will not be accepted from any vendor that has not attended the site visit.. NOTE: some GPS units may give erroneous directions the Mine Academy. Please provide the names of individuals attending the site visit to the conttracting officer at beaty.robert@dol.gov no later than 3:00 Pm Friday April 9. Note: This requirement is a 100% small business set aside. No proposals will be accepted from large businesses. The NAICS code for this requirement is 541512 - and the small business standard is ¬¬¬¬¬¬¬¬¬¬¬¬$25,000,000.00 MSHA intends to award a firm fixed price order. Award shall be made to that proposal that provides the best value to the government considering price and other factors. Other factors to be considered are indicated on the attached Statement of Work. MSHA intends to award a contract without discussions as permitted by FAR 15.306(a). However, MSHA retains the right to conduct negotiations if it is felt that to do so is in the best interests of the Government Interested parties should forward a response addressing the above requirements, all pricing information, and any other relevant information to the contracting officer no later than 3:00 pm EDT Friday, April 30, 2010. Electronic responses are preferred and may be directed to the contracting officer at beaty.robert@dol.gov. MSHA will not reimburse any costs relative to responding to this notice and solicitation; or any expenses related to attendance at the mandatory site visit. The following FAR provisions apply to this solicitation and are incorporated by reference: 52.212-1, Instructions to Offerors-Commercial, 52.212-2, Evaluation-Commercial Items, (see above) 52.212-3, Offeror Representations and Certifications-Commercial Items.
