Description
Purpose: The purpose of this announcement is to provide advance notice of a Request for Information (RFI) scheduled for release on or about Tuesday, April 13, 2010. The Business Transformation Agency is seeking information to improve access and visibility of case executive data across acquisition, logistics, and financial functional areas to better manage security cooperation programs. Background : •1. Solution Definition The Security Cooperation Enterprise Solution (SCES) is proposed to be DSCA's future Tri-Service enterprise solution that can deploy case execution capabilities to meet the business needs of both the USG and international customers. The mission of SCES is to improve access and visibility of case execution data across acquisition, logistics, and financial functional areas to better manage security cooperation programs. SCES will address the following: •· Replace the legacy MILDEP security cooperation case execution systems and supporting processes with a tri-Service enterprise solution that offers better levels of control, capabilities and data standardization; •· Provide end-to-end business processes for Budget to Report (B2R), Order to Cash (O2C) and Procure to Pay (P2P); •· Leverage ERP capabilities to the maximum extent possible for case execution; •· Improve and standardize case execution processes and provide an enterprise solution that will be flexible and adaptive in order to meet the business needs of an ever-changing business environment and evolving threats to national security; •· Coordinate and provide the MILDEPs with security cooperation requirements for inclusion in the supporting ERP/domestic systems to enable the exchange of data between SCES and these systems to the greatest extent possible; and •· Enhance international customer access to their respective case execution data. •1.1. Solution Objectives The objectives of the solution are to: •· Process and deliver more timely, accurate and standardized finance, acquisition and logistics information to OSD, DoS, Congressional leadership and all levels of the security cooperation community (including international customers) in support of executing international security cooperation programs including FMS, Pseudo-Cases, Presidential Drawdowns, and Leases; •· Standardize business processes at the enterprise layer for funds control, case management and reporting, and billing and closure •· Provide a consistent integrated set of business processes for managing and executing security cooperation cases and the FMS Trust Fund •· Provide the capability for access and visibility to integrated case execution information that will allow decision makers to make informed decisions •· Support compliance with DoD finance, acquisition, logistics, and IT security policies What to Expect for the RFI: In response to the RFI, interested vendors will be asked to submit a detailed description of technical options to address the stated business issue. Format, scope, content, and page limitations for the presentation will be provided in the RFI. Vendors will be asked to demonstrate the technology options using a live application. The demonstration may consist of but not limited to an overview, problem understanding, technology option, and related specific past success stories. The business issue and all associated information for the demonstration will be described in detail in the RFI. The presenters will not be restricted to addressing the issue described in the RFI, but the process issue must be addressed. Each company will be given 90 minutes to present plus 30 minute Q&A. Demonstration schedule and location will be included in the RFI. Additional information : •1.
