Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane.The Naval Surface Warfare Center, Crane Division intends to enter into a five (5) year Firm Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for various sizes of multi-purpose hard gun cases for items such as MK12, MK13, MK15, SCAR, L&H, ELGM, M4, Assorted Pistols, Gage and Tool Kits etc. Delivery will be required 90 Days after receipt of delivery order FOB: Destination, Inspection/Acceptance: Destination. This acquisition is a full and open competition and all responsible sources may submit an offer that will be considered. The North American Industry Classification System (NAICS) for this procurement is NAICS Code 326199, All Other Plastics Product Manufacturing. The Government intends to award to the responsible contractor whose offer is the best value to the Government, considering past performance, and price related factors. All responsible sources may submit an offer that will be considered. The final contract award decision will be based upon a combination of price and past performance evaluation factors, as described in the solicitation. Offers that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. This will be a Commercial Acquisition in accordance with FAR Part 12. The solicitation will be available on or about 14 May 2010 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. The proposed IDIQ contract will have a multiple Contract Line Item Numbers (CLINs) for items listed below. The contract minimum quantity is 1each and contract maximum of $5,000,000.00. It is anticipated that their will be multiple awards for multiple line items of the Multi-Purpose Hard Gun Cases. Contractors may provide proposals for any of the configurations or all of the configurations as listed in the solicitation. Pre-production pricing will be required for any CLIN that a contractor proposes on initially or for any future competed order. Multi-Purpose Hard Gun Cases are required in the following configurations:.18.06" x 12.89" x 6.72", Black with carry handle.30" x 23" x 14", Black with 2 recessed roller casters and 2 carry handles.35.75" x 13.5" x 5.25", Black with 2 recessed roller casters and 2 carry handles.50.5" x 14" x 6", ", Black with two recessed roller casters and two carry handles.54.58" x 15.56" x 8.63", Black with two recessed roller casters and two carry handles.21.48" x 16.42" x 12.54", Black with two recessed roller casters and two carry handles.21.43" x 16.5" x 7.87", Black with carry handle.Unique sizes - Between 10" x 6" x 4" and 60" x 24" x 24", Black color. Lengths longer than 30" will have two recessed roller casters and two carry handles. Polyethylene foam inserts are required to be included with each case. Drawing package for Polyethylene foam inserts is required for performance under this procurement and is available for release to interested contractors. Only those companies that have completed DD Form 2345, and are certified under the Joint Certification Program, are authorized to receive the package. FedBizOpps may be accessed at http://www.fbo.gov.. Three each product samples will be required. One each of the following sizes: Small: 12" x 6" x 3" to 18" x 12" x 6"Medium: 30" x 12" x 14" to 40" x 22" x 34"Large: 42" x 24" x 36" and larger Note: These measurements are an approximation to size Product samples will be part of the production quantity and must meet requirements for water tightness, air tightness, ease of opening, venting, and drop testing as listed in the solicitation. Contractors submitting proposals to the solicitation must be registered in the Central Contractor Registry (CCR) in accordance with FAR 4.11. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and the annual confirmation requirements by calling 1-888-227-2423, or via the internet @ www.ccr.gov. This solicitation will be available to download via WWW on the Naval Surface Warfare Center Crane Division homepage at www.crane.navy.mil. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at: http://www.adobe.com. All changes to the requirement that occur prior to the closing date will be posted to the Crane web site, FedBizOpps and/or NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and will be considered for future discussions and/or award.
