- The VA Medical Center, Butler, PA is seeking professional A/E Services for Project #529-10-111, Water System Improvements. Services include but are not limited to:*Site investigation -Field verify existing civil conditions. *Schematic Design *Design Development *Construction Documentation, working drawings and specifications *Cost estimates, schematic design, design development, and final construction estimate. *Provide value-engineering services to maintain budget. *Review Construction schedules and phasing. *Construction period services - Review of submittals - Respond to RFIs, Request for Information. - Provide recommendations regarding contractor change proposals - Visit work site bi-weekly during construction and conduct job meetings. - Provide written meeting minutes *Provide record as built Construction Drawings to reflect modifications during construction on mylar/polyester drawing sheets - Electronic Records with AutoCAD files, with bound references, and PDF drawing sheet files and any other project files on CD. Design completion time is 120 days from date of notice to proceed. Selection criteria will be in accordance with FAR 36.602-1 and VAAR 836.602-1, which at a minimum will include, but not limited to, the following short list criteria and selection criteria. Short list criteria will include the following: (1) Specialized in-house experience and technical competence of the firm (including a joint venture or association) with the type of services required. (2) Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a term. (3) Professional capacity of the firm to perform work (including any specialized services) within the time limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously (4) Past record of performance on contracts with the Department of Veterans Affairs and/or Government contracts. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance by an A/E. (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located (6) Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Selection criteria (1) Team Proposed for this Project, background of the personnel (2) Proposed Management Plan (3) Previous Experience of A/E firm - Water Systems Project Experience. (4) Location and Facilities for Working Offices - Prime and consultants. (5) Proposed Design Approach for this Project. (6) Project Control. (7) Estimating Effectiveness. (8) Miscellaneous Experience & Capabilities. (9) Insurance and Litigation. The SF 330 form can be retrieved from www.gsa.gov, and may be supplemented to include all necessary information. Qualified firms must submit their completed SF 330, one electronic pdf copy to roberta.smiley@va.gov, and one hard copy (no faxed copies) to Roberta Smiley-Betzler (101), VA Medical Center, 325 New Castle Rd., Butler, PA 16001, by 4:00 P.M. May 3, 2010. This is not a request for proposals and a solicitation package will not be issued. The estimated construction budget is between $1,000,000.00 and $5,000,000.00. NAICS Code is 541330. In accordance with P.L. 100-656 Small Business Competitive Demonstration Program Act of 1988, this is a non-restrictive business size procurement.
