- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: CQ-Roll Call Group / Roll Call Inc., Washington, DC 20037. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: Roll Call Inc. d/b/a CQ (Congressional Quarterly) is a provider of legislative journalism with access through an on-line subscription. The requirement is the subscription renewal for the Natick Soldier System Center (NSSC) which provides comprehensive coverage to congressional news and analysis and access to all defense-related Congressional Research Service reports. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Roll Call Inc. is the only provider of CQ (Congressional Quarterly). This is a subscriber renewal for continued access to News and Analysis; Advanced Legislative Tracking, Reporting and Notification; and Committees Coverage. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Active subscription renewal. 4. Any other facts supporting the use of other than full and open competition: This publication is required to support the on-going Congressional Liaison effort. This is the only publication available which provides the timeliness of information necessary for the NSSC and the Director, NSRDEC to be kept current of Congressional activity relevant to their mission areas and related decision making. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
