- THIS IS A PRE-SOLICITATION NOTICE. THIS PROJECT IS BEING FUNDED FROM THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). The Department of Veterans Affairs, VISN 19, on behalf of the VA Medical Center located at 2121 North Avenue, Grand Junction, Colorado (GJMC) will be soliciting bids from experienced qualified Service Disabled Veteran Owned Small Business concerns to design build replacement of an air handling unit (AHU). The scope of the project is to provide all necessary design services, labor, materials, tools, equipment and services for replacement of an air handling unit (AHU) and associated controls and ductwork in the Medical Center as contemplated by Project No. 575-10-106. Project work includes architectural and engineering design as well as the general construction, mechanical and electrical work, demolition and removal of existing structures, infection control measures, and other related work as required by the solicitation, drawings and specifications. The estimated construction range is between $500,000 and $1,000,000. The VA is going to issue a Request for Proposals in accordance with FAR Part 15. In accordance with P.L. 109-461, this acquisition is restricted to small businesses owned and controlled by Service Disabled Veterans that are Service Disabled Veteran Owned Small Business (SDVOSB) certified. NAICS Code 238220, Plumbing, Heating and Air-Conditioning Contractors (HVAC), is applicable to this acquisition with a Business Size Standard of $14.0 million. Solicitation documents will be available electronically on or about Friday, April 16, 2010 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference will be set forth in the Request for Proposals. The Place of Performance is GJMC at 2121 North Avenue Grand Junction, Colorado 81501. Prospective bidders are encouraged to attend the site visit to familiarize themselves with the project, project site and conditions which may impact costs. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, regarding the solicitation documents, prior to the scheduled site visit, to the Contract Specialist via email to angela.rand@va.gov. "GJ VA-259-10-RP-0155, AHU SPD A-15" should be referenced on all correspondence regarding this announcement and solicitation. Proposal Deadline is tentatively scheduled to be on or about May 24, 2010. All contractor work is expected to be completed within 270 days after contract award. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on-line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. All SDVOSBs submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. In accordance with FAR 52.204-11, American Recovery and Reinvestment Act Reporting Requirements, the successful bidder will be required to do all reporting maybe required. This announcement serves as the advance notice for this project per FAR 36.213-2.
