Description
The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport intends to issue a solicitation to execute the design, production, installation and support of Technology Insertion (TI)-12 and TI-14 for Program Executive Office Submarines. Technology Insertion Hardware includes but is not limited to: Displays, workstations, processors, and network systems used in Mission Critical/Essential Host Systems currently installed on Seawolf, SSGN, 688i and Virginia Class submarines. The total maximum ceiling for the prospective contract will be $942.4 million. The resultant contract is anticipated to be awarded as a Singe Award Indefinite Delivery Indefinite Quantity contract with Firm Fixed Price and Cost Plus Award Fee provisions. It will include a base year plus four (4) one (1) year options. The solicitation number for this requirement when issued will be N00253-10-R-0001. Offers shall be FOB Origin.. Offers will be evaluated on the basis of best value to the Government, which means that selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation will be issued as an unrestricted procurement. The applicable NAICS Code for this requirement is 334290 with a small business size standard of 750 employees. It is anticipated that the solicitation will be issued on or around 17 April 2010. The anticipated closing date of the solicitation will be 2 June 2010, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at the Federal Business Opportunities web link at www.fbo.gov. Drawings referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors'/contractors' appointed Data Custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp, or by phone at 800-352-3572. Reference material including drawings for Technology Insertion Hardware is available on the Electronic Technical Information Center (E-TIC). The material is unclassified technical information related to the Program Executive Office Submarine Technology Insertion Hardware (TIH) effort. In order to gain access to the unclassified E-TIC, prospective Offerors must have a valid PKI certificate and be able to supply a Joint Certification Program (JCP) Certification #. If the Offeror has a valid PKI certificate, access to the E-TIC is gained as follows: First fill out an AIMTC Account Request form at the following link: https://www.aimtc.npt.nuwc.navy.mil/aimtcmanagement/request.asp. The following fields must be completed as follows: the 'branch' or 'Code' you support is 'PMS425', the 'Navy Sponsor POC' is 'Toni Duncan', the 'Navy Sponsor Code' is 'PMS425', the 'justification for your need to know' is 'Prospective Offeror for the Program Executive Office Submarine Technology Insertion Hardware Competition' and check 'IQ9 - TIH E-TIC' as the area for which you have a 'need to know'. When the request form is complete, hit the send button at the bottom of the page and you will be notified that the request is being processed. If the request is approved, an AIMTC User Account Information email will follow that provides E-TIC login and password information. No bidders list will be maintained by this office; and no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render your offer nonresponsive and result in rejection of the same. Offerors must have a current registration in the DoD Central Contractor Registration (CCR) database (http://www.ccr.gov). Offerors are also advised that representations and certifications can be completed electronically via the ORCA website at http://orca.bpn.gov, but it is preferred that the information be provided with the proposal.
