Description
Statement of Work The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Capital Acquisition Division/SAP Team on the behalf of the National Ocean Service, (NOS), specifically the National Geodetic Survey (NGS) intends to negotiate on a sole source basis with Micro-G Lacoste, Inc., to provide annual maintenance services, upgrades, and technical support for the NOAA, National Geodetic Survey owned Turnkey Airborne Gravity System (TAGS), s/n S-137. The TAGS is a unique scientific instrument that is designed to collect data while mounted in an aircraft. The required services include: 1) Labor for one (1) annual maintenance service; 2) Replacement of parts for wear and tear (including: Gimbal bearings, fans, UPS batteries and software); 3) Complete coverage up to but not to exceed $10,000 for repairs to power module, platform control module, timing units, UPS, gyros and laptops; 4) Advance replacement of electronic modules, timing units, UPS, gyros and laptops during repairs to ensure NGS has the functioning equipment required to perform gravity measurements; 5) The installation of the most current minor hardware and software upgrades developed by the manufacturer, as required; and 6) All maintenance service, upgrades and repairs will be performed at the vendor's facility. Major upgrades, major replacement parts, and shipping are not part of this contract. Period of Performance is April 1, 2010 through September 30, 2010. The initial work will be conducted during the base period with four one year option periods. It is anticipated that the required services will be recurring through 2014 and that the additional option periods will be exercised if funds are available. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. FAR Clause 52.217-8, Option to Extend Service, FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification Code (NAICS) for this acquisition is 334513 with a small business size standard of 500. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Gina.E.Lee@noaa.gov or faxed to (301) 713-0808 by April 13, 2010. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-39. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
