- The National Cemetery Administration, Centralized Contracting Division, is soliciting proposals under Solicitation No.: VA-786-10-RP-0168 for the following:The Contractor shall provide all labor, tools, materials, and equipment necessary to replace existing carpeting with new carpeting, and properly dispose of existing carpeting and related materials, for the identified areas in the Administration and Maintenance Buildings, Fort Custer National Cemetery, 15501 Dickman Road, Augusta, MI 49012, in accordance with Scope of Work, Specifications, and Terms & Conditions of the contract. The NAICS code is 238330 (Flooring Contractors). Size standard is $14.0 million. This acquisition is 100% set-aside for Service Disabled Veteran-Owned Small Businesses (SDVOSB) and will only be considered from SDVOSB in accordance with Public Law 109-461 and as codified in 38 U.S.C. 8127 and 8128. All offerors are required to complete registration at http://www.vip.vetbiz.gov, must be registered at https://www.bpn.gov/ccr/, and complete online Reps and Certs at https://orca.bpn.gov/. Questions from offerors will be accepted in writing upon issuance of the solicitation. No telephone requests will be accepted. Any questions regarding the solicitation should be sent via electronic mail and addressed to Doug Reed, Contract Specialist, in writing at douglas.reed3@va.gov. No questions will be addressed until the solicitation has been posted. Electronic solicitations will be available for download from the URL address at https://www.fbo.gov on or about April 6, 2010. The Government will only accept questions in writing until 2:00pm., Eastern Standard Time (EST), April 13, 2010. Responses to the solicitation are due by 2:00pm., Eastern Standard Time (EST), April 20, 2010. Any amendments to the solicitation will be available at the URL address. Offerors are advised that they are responsible for obtaining the solicitation and amendments at the URL address. A site visit by offerors is recommended prior to submittal of the proposal. Please contact the Cemetery Director at (269) 731-4164 to make site visit arrangements. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
