Description
The Marine Corps Systems Command, Quantico, Virginia seeks sources and information for a Family of Environmental Control Units (ECU). The ECU's of particular interest are those in the capacity range of 9,000 to 120,000 BTU/h, as rated at 90/75/130F (ID DB/ ID WB/ OD DB). Both packaged unitary and split-package designs will be considered. ECU systems of interest will be compliant with the Clean Air Act, and will not use CFC or HCFC refrigerant. These systems shall provide cooling in ambient temperatures ranging from +130 degrees F to +50 degrees F, and heating from +80 degrees F to -25 degrees F. Units may be self-powered, 24 VDC powered, or require single-phase 120 volts or 3-phase 208 volts. ECU noise levels will not exceed 65 dB(A) at 1 meter on the evaporator side and 85 dB(A) at 1 meter on the condenser side. The ECUs will be transportable by ship, truck, rail, and fixed and rotary wing aircraft. ECU's must survive exposure to Mil-Std 810G, method 514.6C-2 Category 4, two-wheeled trailer, without damage or degraded performance. The ECUs will have provisions for lifting and moving with standard materiel-handling equipment. It is desired that ECU's will have the capability to introduce fresh make up air. In addition to questions and requirements addressed above that the Marine Corps Systems Command is seeking information on:.Manufacturing capabilities.Production quantity.Production surge capacity.Technical data sheet of products which include weight, dimensions, power draw, and Coefficient of Performance (COP).Unit pricing information, notional delivery timeframes, and any potential quantity discounts.Information about ruggedization of products/transportability issues (e.g. does it need a case for transport?).Information about the ability of product to survive in an environment with sand and dust.EMI testing information.Highlight additional features provided by your product(s).Prior experience in development and production of military ECU's.ECU's listed on Federal Supply Schedule This sources sought notice is to seek information from prospective offerors to:.Gain a better understanding of the capabilities in the commercial marketplace, small-business set-aside, small disadvantaged businesses, and/or HUB ZONE.Determine whether small businesses can meet the Government's requirements at fair market prices.Understand appropriate period of time for delivery of proposals.Understand implications of solicitation requirement for a bid sample to be submitted alongside business and technical proposal.Understand applicability of Federal Acquisition Regulation Subpart 12.6 for commercial items This sources-sought / Request For Information (RFI) is for planning purposes only and shall not be construed as a Request For Proposal or as an obligation on the part of the Government to acquire follow-on acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Responses to this RFI shall be appropriately labeled with the RFI number and title and provided via compact disc and/or hardcopy due to E-Mail data volume limitations.
