- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. POINT OF CONTACT: VINCENT DANIELS, 206-764-6691, vincent.e.daniels@usace.army.mil Labor and equipment necessary to build an access road along the up and down stream side of the dam and an access road for drilling locations. Howard Hanson Dam: Black Diamond, Washington. Site is approximately 4 miles from the Tacoma Headworks on Watershed Rd. Access is through a controlled gate. There is a limited width bridge approximately 1 mile past the access gate.
