Description
NASA/GSFC has a requirement for 1 each - multi-channel high speed data acquisitionsystem with three input slots; 3 each - 16 channel non-isolated differential module; 2each - current probe, AC/DC, 100 A maximum; and 1 each - transport case for TMX. NASA/GSFC/Wallops Flight Facility intends to purchase the items from Astro-MedIncorporated because Astro-Med is the only provider of the data acquisition system withthe capability to sample 800 kHz, a 17' active matrix color touch screen, and 1 TBytedata storage which is required by NASA to archive files for storage, data processing, andanalysis. The Astro-Med data acquisition system uses software that is proprietary toAstro-Med which extracts data and interfaces with hardware and software that NASA alreadyowns and uses.This software also has communication ability to interface with NASAwritten code and any other other manufacturer's equipment is not compatible. TheAstro-Med data acquisition system is patented and guarantees operation andinterchangeability with existing acquisition system hardware and software equipment thatNASA currently uses. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 14, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed. See NASA Specific Note 'B'.
