Description
The U.S. Department of Labor is seeking qualified contractors that can measure customer satisfaction for employers and participants (job seekers) of state and local agencies that provide employment and training activities. We are looking for firms that qualify under the Small Business Program mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate all programs under which you meet the criteria. The proposed acquisition will be classified under the North American Industry Classification System (NAICS) Code 541611, and the Small Business Standard is $7 million. The Workforce Investment Act [WIA Section 136(b)2(B)] requires that the states measure satisfaction for employers and participants in the public workforce system. The Department requires that the states use a standard measurement tool so that satisfaction scores can be compared among states. The legislation also provides that there be state-adjusted levels of performance that are expressed in an objective, quantifiable, and measurable form, show the progress of the state toward continuously improving in performance, and are comparable across states. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are the primary contractor's demonstrated experience with the following: •1) Developing a customer survey methodology complete with survey questions, response scale (with quality standards for their use), and instructions for states. •2) Designing a standardized measurement tool that allows comparison of customer satisfaction scores across states. •3) Ability to develop sub-state methodologies if individual states choose to measure satisfaction at the local level in lieu of a statewide survey. •4) Delivering products in an expedited manner. •5) Preparing materials necessary to submit an Information Collection Request to the Office of Management and Budget as required by the Paperwork Reduction Act. •6) Training for states through web conferencing, multi-media presentations, published training materials, and other mechanisms to be proposed by the contractor. •7) Ongoing Help Desk assistance to states in the form of answering questions regarding the survey methodology and its use. All interested parties are invited to submit a capabilities statement to Ms. DaVeana Johnson, Contract Specialist, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. Responses are due April 12, 2010 by 4 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to Johnson.DaVeana@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
