MARKET SURVEY CAPABILITY ASSESSMENT FOR MULTIPLE-AWARD OF VARIOUS PILOT TRAINING (PT) General Aircraft and Business Aircraft NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER. CONTACT INFORMATION BELOW. This is a market survey for General Aircraft and Business Aircraft Multiple-Award Pilot Training. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing specified Pilot Training. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 611512, Flight Training, with a size standard of $25.5 million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make the determination, the FAA requires the following from interested vendors: 1.. Capability Statement - This document should identify: Type of training provided by your firm, FAA Initial Course Number and FAA Recurrent Course Number (both must be provided for each aircraft type Additional requirements within Training Category for the course per the attached List of Classes to be included on this procurement: o For Category 2 Courses - Flight Training Courses in airplanes FAA Certification under Federal Aviation Regulation part 121, 135, or 141 FAA approved training program or syllabus for the ground and flight training, Ground school training hours, Flight training hours, Proof of the availability of appropriate make and model aircraft (ownership or lease) Proof of adequate facility for trainingo For Category 3 Courses - Flight training courses in Level "C" and/or "D" flight simulators Proof of FAA Certification under Federal Aviation Regulation part 121, 135, 141, or 142 FAA approved training program or syllabus for the ground and flight simulation training, Ground school training hours, Flight simulation training hours, Proof of the availability of a Level "C" or "D" full flight simulator for the appropriate make and model aircraft (ownership or lease) Proof of adequate facility for trainingo For Category 4 Courses - Combination of flight training and flight simulation training Proof of FAA Certification under Federal Aviation Regulation part 121, 135, 141, or 142 FAA approved training program or syllabus for the ground, flight, and simulator training, Ground school training hours, Flight simulation training hours, Flight training hours, Proof of the availability of a Level "C" or "D" full flight simulator for the appropriate make and model aircraft (ownership or lease) Proof of the availability of appropriate aircraft make and model (ownership or lease) Proof of an adequate facility for training Size and type of training provided by previous contracts (provide detailed information and past performance) Number of years in business 2. Geographic area where training will be provided; 3. Expected approach - Respondents must provide their strategy for accomplishing this work including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. The following training is required. BAE-3100 Jetstream; Beechcraft BE-90CTi with Proline 21 Avionics; Beechcraft BE-400A; Beechcraft RA-390 Premier; Cessna 510 Mustang; Cessna 560; Cessna 560XL; Cessna 680; EMB-120; Gulfstream G100 Astra; Gulfstream G-150; Gulfstream G-200; and Ratheon Hawker Horizon 4000. The FAA intends the procurement to result in a multiple awards for training. The interested vendors should provide documentation for each course they can provide. Each course will be technically evaluated and award will be made to the lowest price technically acceptable vendor. Each course will have a Contract Line Item Number (CLIN). The resulting award will be on a aircraft by aircraft basis. For example, Contractor A may have an award with 3 aircraft, Contractor B may have an award with 6 aircraft, etc. The intended vehicle(s) will be awarded as a base period of one year with two (2) one year options. All responses to this market survey must be received by August 28, 2009.
