- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This requirement is for a contract to procure High Energy Converter Assembly Spares, Failure Analysis, Spare Parts, Repairs, and Upgrades for the Multispectral Targeting System (MTS). The order period is 5 years with a maximum quantity of 134 High Energy Converter Assembly Spares and maximum quantity of 50 repairs. The anticipated contract type is a Firm Fixed Price Indefinite Delivery Indefinite Quantity. Anticipated delivery turn around is 30 days for repairs and 180 days for High Energy Converter Assembly Spares. This requirement will be negotiated on a sole source basis with GE Aviation Systems, 2855 W McNab Road, Pompano Beach, Florida 33068 in accordance with FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and would cause unacceptable delays in fulfilling the requirement. Interested parties can download the solicitation from one of the three websites listed above. No hard copies of the solicitation will be mailed. Contractors must be registered with the Central Contractor Registration database. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
