JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: As part of Embassy Kampala’s 1207 Community Law & Order program, the incumbent will serve as the INL Police Academy Advisor and will be directly embedded at Uganda’s national police academy, the Kabalye Training Academy, in Masindi, Uganda. The Kabalye Training Academy will serve as the launching pad from which INL’s community policing initiative will be expanded into other regions of Uganda and is part of INL’s larger strategy for partnering with the Uganda Police Force. The advisor’s activities will coordinate with and complement U.S. Embassy law enforcement efforts, and the advisor will work closely with the local police in several northern Uganda districts. The INL Police Academy Advisor will fall under the supervision of the INL coordinator at the U.S. Embassy in Kampala, Uganda. PURPOSE: The INL Police Academy Advisor will be responsible for advancing INL’s 1207 community policing program at the Kabalye Training Academy. The advisor will coordinate and provide a broad range of training, services, and equipment aimed at improving the organizational efficiency and capabilities of the Kabalye Training Academy. In addition to serving as the resident advisor, the incumbent will be expected to launch a series of training activities in several northern Uganda districts, at the direction of the INL Coordinator. The advisor’s role is to create a solid foundation for positive institutional change to occur within the Uganda Police Force by forging close relationships with the leadership and local police in several Ugandan districts identified in Embassy Kampala’s 1207 project. The position is located in Masindi, Uganda. I. STATEMENT OF WORK ESSENTIAL DUTIES AND RESPONSIBILITIES: Under the guidance of the INL Coordinator and in coordination with U.S. Embassy Kampala, INL/AAE, and INL/RM, the incumbent will complete the following duties: A. Work directly with Ugandan staff to evaluate the effectiveness of the basic police school training programs and monitor and review training, lesson plans, and evaluations from police station chiefs and cadets. B. In an effort to continue the modernization of the Kabalye Training Academy, the incumbent will partner with IT staff members to develop a web based training program which will eventually provide online tutorials for officers located in the region, specifically at the Community Justice Centers constructed by the Office of Transition Initiatives (USAID/OTI). C. Develop training curriculum and a field training officer (FTO) program to assist the Ugandan Police Force in identifying strengths and weaknesses within the ranks of their new officer candidates. D. Identify, implement and oversee immediate law-enforcement needs. Provide the Uganda Police Force with guidance on organizational and general administrative management functions in developing concepts of operations, programmatic elements, budgetary estimates, staffing standards, community policing practices, and development of intelligence based communications. E. Track, monitor, and report expenditures of community policing activities funded by INL in Masindi to the INL Coordinator. F. Provide recommendations and guidance to the INL Coordinator on program developments and make trips as needed to Kampala for 1207 coordination meetings and other relevant meetings with the Inspector General of Police. H. Liaise and coordinate with the police force in Masindi to better understand local rule of law needs, capabilities and capacities, and provide mentoring and skills training as appropriate. I. Oversee any training activities implemented by TDY trainers at Masindi to ensure program objectives are being properly met. II. Minimum Qualifications 1. Citizenship: Must be a U.S. citizen and able to obtain a Department of State secret security clearance; 2. Education: Must have a Bachelor’s degree from an accredited institution; 3. Work Experience: Must have a minimum of eight years of professional-level work experience in the area of law enforcement operations, management and training; must have at least three years of developing policing academy curriculum or a law enforcement training program. 4. Foreign Language: N/A 5. Communication: Superior negotiation and interpersonal skills, especially in culturally sensitive situations; excellent oral and written English communication skills; 6. Computer Skills: Must have a strong IT background and a good working knowledge of Microsoft Outlook, Word, Excel, PowerPoint, and program-designing software. III. Preferred Knowledge and Abilities 1. At least two years of extensive knowledge of program management with experience designing and implementing capacity building and training programs. 2. Management Experience: Successful supervisory and leadership experience in a multicultural high stress environment. A demonstrated ability to provide sound decisions in a timely manner - must have well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts. Ability to multi-task and maintain responsibility for several simultaneous projects while keeping the overall program goals in perspective. 3. Leadership Experience: Must have a proven ability to interact effectively with a wide range of U.S. and/or foreign national personnel at all levels of an organization; must be able to represent the USG effectively. 4. Extensive experience in designing computer-based law enforcement curriculum. Ability to assemble a well-thought out curriculum with very basic technology and limited outside professional contributions. 5. Specialized subject matter expertise in the following areas is preferred: community policing, investigations, security training and development, and emergency operations relating to law enforcement. IV. POSITION ELEMENTS 1. Scope and Effectiveness: The incumbent will perform a broad range of tasks related to a complex foreign assistance program in Masindi, Uganda. 2. Supervision: The incumbent is expected to provide expert advice to the INL Coordinator on community policing developments in Masindi. The incumbent will receive program policy direction concerning overall program priorities from the INL Coordinator; the incumbent is expected to coordinate all training activities under the direction of the INL Coordinator. 3. Duties require numerous and frequent contacts with U.S. government agencies and officials, Ugandan government officials, civil society leaders, and police forces. 4. The position requires regional travel in several districts in northern Uganda and travel through underdeveloped areas. 5. Complexity: The work involves day-to-day planning, organizing, and managing large numbers of programs and training courses. The incumbent must effectively manage large quantities of ever evolving data. V. EVALUATION CRITERIA Factor 1.
