General Information Notice Type: Request for Information Posted Date: March 30, 2010 Response Date: April 20, 2010 Archiving Policy: Manual Archive Archive Date: N/A Original Set Aside: N/A Set Aside: N/A Classification Code: B -- Special studies and analysis - not R&D NAICS Code: 541 -- Professional, Scientific, and Technical Services/541990 -- All Other Professional, Scientific, and Technical Service The Fort Gordon Directorate of Contracting periodically solicits academia and industry for white papers that address current Warfighter technology capability gaps and urgent needs in the area of Battle Command, Communications, Networking and Information Warfare. The Fort Gordon Directorate of Contracting is presently seeking submissions that address a need to assess a DoD Communications facility. The goal of the assessment is to identify possible approaches to improve efficiency (including possible decrease of physical footprint) of the data center without sacrificing any of its current capabilities (i.e. security, functionality, redundancy, etc). The facility is located in the South Eastern United States and consists of a (roughly) 50 x 70 single room, specifically designed for data center operations (controlled environment, raised floor, cable trays, power distribution, etc.). The room has multiple rows of equipment racks that contain a variety of voice, data, radio, and satellite communications equipment. Systems include a variety of transport systems/services (i.e. data, voice, and video), at various layers of communications architectures (core, distribution, access). The data center has integrated as well as isolated networks running a variety of software/middleware (i.e. Cisco, Novel, Linux, etc.) serving up to 10,000 users. Note: All personnel involved in the assessment must be US Citizens and have at a minimum a SECRET security clearance. Top Secret or above is desired. WHITE PAPER PREPARATION INSTRUCTIONS: Submitters are asked to include the following information in their white paper. 1. Technical approach to be taken in performing the assessment 2. Qualifications of the company should include, but are not limited to the following: a. Number of Networks/Data Centers Assessed. b. Size of Networks Assessed (number of servers and number of users connecting to data center). c. Experience with Integrated Defense Communications System including Video, Data, Radio and Satellite and un/secured military networks (NIPRNet, SIPRNet, JWICS, etc.) Number of Years, Number of Installations and Number of Users. d. Familiarity with Diverse Hardware/Middleware/Software Products/Applications. 3. Timeline to complete the assessment and methods/processes to be employed to mitigate risks to forecasted schedules. 4. Cost estimate of the assessment. FORMAT: Submissions should be no longer than 5 pages to include figures, charts, and tables, using no smaller than 10-point font and 1-inch margins left/right/top/bottom. White papers longer than 5 pages will be rejected. The cover page shall be excluded from the page count and shall be marked with the BAA number, any required security markings, and the submitters Commercial and Government Entity (CAGE) Number. Submitters should mark their white paper with a protective legend IAW FAR 52.215-1(e). The white paper shall be prepared in Microsoft Word or Adobe PDF electronic file format. The document must be print-capable and not password protected. White papers submitted via email must not exceed 5MB. ADDITIONAL INFORMATION: Submitters are reminded that they must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov to conduct business with the Government. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to apply. This notice does not obligate the Government to award a contract or otherwise pay for the preparation or information provided in the white papers. The Government reserves the right to use information provided by respondents for any legal purpose deemed necessary. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed; the information provided will be used to assess the respondents ability to perform the assessment. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
