Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT, AND IS NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers, Engineering, Research and Development Center (ERDC), intends to negotiate and award a contract on a noncompetitive basis to Apptricity Corporation, Irving, TX. This action shall be undertaken in accordance/FAR 6.302-1(a)(iii) / Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In April of 2007, The U.S. Army Engineer R&D Center Information Technology Laboratory (ERDC-ITL) was assigned the systems engineering and technical program oversight role for the Department of the Army, Program Executive Office (PEO) Enterprise Information Systems (EIS) Transportation Information System (TIS). ERDC-ITL is responsible for all the software development and the computing environments to support TIS and other PEO-EIS programs as needed. The PM ERDC is responsible for interfacing with the PM PEO-EIS (TIS) on all systems related issues, priorities, and activities. This procurement action is to continue providing software maintenance, enhancements, and software engineering support and integration in support of this program. The proposed action will be a continuation of the development and integration services supporting the TC-AIMS II commercial off-the-shelf (COTS) supply chain solutions developed by Apptricity. The specialized vendor patent software developed by Apptricity is a major component of the Transportation Information System (TIS). Apptricitys COTS software offers the ability to operate within any hardware/software configuration, regardless of operating system, data source, application server or web server. Leveraging the clustering, pooling, and load balancing technologies, Apptricitys COTS software offers the ability to support several hundred to several thousand simultaneous users and offers integrated configuration and customization capabilities to dynamically change the functionality of its solutions, including page configuration, reference data, workflow and process rules based on customer specific requirements. Apptricitys COTS software also offers an Integration Engine to enable real-time and batch interfaces to internal and external systems. The Integration Engine accommodates object relational mapping and standard interfaces with XML, EDI, delimited and fixed format data. Apptricity Corporation has supported the PEO TIS program for the past 5 years in its development of an Interface Engine which wraps legacy formats (CSV, XML, X12, fixed) with an XML layer to standardize interfaces. Since November, 2004, Apptricitys proprietary software has become the baseline for continued TIS development and customization. Maintaining continued support and operation for the system is critical to the overall DoD and Joint Services mission. This sole source determination will permit continuity of services. The North American Industry Classification System (NAICS) for this requirement is 541511 Custom Computer Programming Services. The small business size determination is $25M. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining future procurements.
