Description
As a point of clarification, DOS anticipates the release of further information regarding this program within the month of April, 2010. DRAFT RFP In accordance with the guidance of FAR 15.201 Exchanges with industry before receipt of proposals, the United States Department of State (DOS) is pleased to release the attached DRAFT Request for Proposals (RFP) for the third iteration of the Worldwide Personal Protective Services Contract (WPPS III). This publication represents an opportunity for interested parties to participate in the development of a major acquisition vehicle before its finalized release. DOS strongly encourages interested parties to review the draft RFP and submit their comments to Contract Specialist: Tom Lemole at LemoleTC@State.Gov / 1-703-875-5852. Interested parties may submit comments concerning any element or aspect of the draft RFP (Technical, Administrative, Contract, Legal, etc) until 4pm on November 9, 2009. Interested parties should bear in mind that the attached draft RFP is a working copy, which does not represent an active solicitation. DOS is not seeking proposals at this time, but rather contributions from industry to further improve and refine the acquisition vehicle and ultimately program performance. DOS anticipates release of a finalized RFP in early 2010 and contract award in mid to late 2010. DOS requests that Interested parties who reasonably expect to participate in the resulting solicitation provide notice of their interest by filling out the interested parties section on www.fbo.gov or by emailing Tom Lemole at LemolTC@State.Gov with a brief company profile including: company name, point(s) of contact for U.S. Government contracts, and company address. Program Summary The Department of State’s Bureau of Diplomatic Security requires highly proficient firms to support its mission to protect personnel in austere and challenging environments around the world. The Bureau of Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State. DS is a world leader in international investigations, threat analysis, cyber security, counterterrorism, security technology, and protection of people, property, and information. Under the Diplomatic and Antiterrorism Act of 1986, the Bureau of Diplomatic Security (DS) of the Department of State has a broad range of responsibilities that include protection of personnel and facilities both domestic and abroad. The Worldwide Personal Protective Services (WPPS) III initiative is an effort by the Department of State to pre-plan, organize, set up, deploy and operate Contractor protective service details for the protection of U.S. and/or certain foreign government high-level officials whenever the need arises.
