Description
The Office of Justice Programs (OJP), Office of the Assistant Attorney General (OAAG), intends to issue a purchase order on a sole source basis to Mr. John Calhoun, 2147 Royal Lodge Drive, Falls Church, VA 22043, (703) 442-0318. The OAAG has a need for an experienced and knowledgeable Youth Violence Initiative Consultant, with extensive contacts and relationships in the field, to assist in the development, strategic planning and management of the initiative. The Youth Violence Initiative Consultant will serve as a ambassador, spokesperson and senior advisor for a national effort to combat youth violence and gang activity The OJP provides innovative leadership to federal, state, local, and tribal justice systems, working in partnership with the justice community to identify the most pressing crime-related challenges confronting the justice system and to provide information, training, coordination, and innovative strategies and approaches for addressing these challenges. The OAAG is responsible for the overall management and oversight of OJP. This includes setting policy; ensuring that OJP policies and programs reflect the priorities of the President, the Attorney General, and the Congress; and promoting coordination among OJP offices and bureaus. The OAAG is currently developing a federal multi-agency initiative to address youth violence and gang activity. The Department of Justice, along with other federal agencies, will assist localities in establishing networks in their own communities and with others across the country in order to share knowledge and experience in what works and what doesn't in fighting youth violence and gang activity. As localities work across silos to address these issues, the federal government will do the same, providing additional multi-agency support in the form of needs assessment, strategic planning, and other types of technical assistance. The objective of the Youth Violence Initiative is to identify localities with serious and persistent youth violence and help build a foundation for effective and sustainable youth violence reduction activities. The objective of the Consultant is to help ensure the success of the initiative. Mr. Calhoun is considered to be an expert in the field of Youth Violence Initiatives and has served as the President and CEO of the National Crime Prevention Council (NCPC) for 20 years and currently manages the 13-California City Gang Prevention Network for the National League of Cities Institute for Youth, Education and Families. As President and CEO of NCPC, Mr. Calhoun designed and ran path-breaking initiatives including: Youth as Resources, a program that ask youth to identify social issues that concern them and then design and run projects to address those issues. He created and oversaw programs in neighborhoods most beset by crime, basing those programs on a twin philosophy: prevention of crime and building vital communities that did not produce crime. He helped pioneer entire jurisdiction-wide initiatives, which combined crime-fighting with community development strategies in 32 major cities across America, and he designed the Embedding Prevention in State Policy and Practice, a six - state initiative designed to convince selected states to invest in communities and families up front rather than waiting for expensive back end solutions. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing to OJP, 810 7th Street, NW, Room 3625, Washington, D.C. 20531, and Attn.: Karen Washington, by email at Karen.Washington@usdoj.gov or by facsimile at 202-354-4363 within seven days of the published date of this notice. Documents over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. All OJP contractors are required to register in the Central Contractor Registration (CCR) database prior to receipt of an award. If no competitive responses are received, an award will be made to Mr. John Calhoun.
