- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Naval Surface Warfare Center, Crane Division intends to enter into a one-year Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the MK49 MOD 0 systems with Rafael Armament Defense Systems of Haifa, Israel. The quantity of the MK49 MOD 0 systems being procured will cover the obligations for the Low Rate Initial Production (LRIP) of the Shipboard Protection System program requirements. After LRIP, follow-on quantities will be using the MK49 MOD1 system. The proposed action is for supplies or services for which the Government intends to solicit and negotiate with only one source in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(2), only one responsible source and no other supplies or services will satisfy agency requirements. The proposed IDIQ is a follow-on procurement for the sustainment of existing MK49 MOD0 ROSAM. A sole source requirement is essential for meeting program criteria, delivery schedules and mission critical quality requirements. The proposed IDIQ contract will have a one (1) year ordering period for the sustainment of the MK49 MOD0 ROSAM program. The contract minimum quantities are 4 each with an estimated maximum amount of 14 each over a one year period. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. No formal solicitation will be issued. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. All changes to the requirement that occur prior to the closing date will be posted to the Crane website, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
