- This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 5.2, as supplemented with additional information included in this notice. The solicitation will be posted to the Federal Business Opportunity (FBO) web-site as Unrestricted Brand Name procurement. Reference Numbers: Synopsis - HQ002800846603 Solicitation: HQ0028-10-T-0002. Provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2005-40 effective 23 MAR 2010. (1) FAR 52.212-1 (Instructions to Offerors – Commercial Items) (JUN 2008): (a) Re para (a): NAICS 331422 ; size standard is 1,000 employees. (b) Note that para (k) requires quoter to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. (3) Proposals must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications – Commercial Items) (AUG 2009) or indication that reps and certs are in ORCA. Contractors must claim they are an authorized reseller on their offer/quote and provide offer/quote FOB Destination or the offer/quote will be considered non-responsive.
