- RECOVERY - THIS ACQUISITION IS FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. The National Institute of Standards and Technology (NIST) laboratories require an upgrade to fume hoods with associated safety upgrades in thirteen (13) buildings throughout its Gaithersburg, Maryland campus. The work consists of, but is not limited to, the replacement of 260 fume hoods along with associated exhaust fans, the removal and decommissioning of 1 fume hood without replacement, the additional of 170 drench hoses with eyewash attachments, the addition of 78 safety showers and 9 laboratory sinks. The Government will occupy the site and the existing buildings during performance. As such, the contractor will be limited to working on no more than five (5) fume hoods simultaneously. There will be a limited lay-down area for storage. THIS PROCUREMENT IS A COMPETITIVE 8(a) SET ASIDE UNDER THE SMALL BUSINESS ADMINISTRATION. THE NAICS IS 238220 WITH A SIZE STANDARD OF $14M. The solicitation includes the base requirement for fume hood upgrades to be performed in Buildings 235, 220, 221, 222, 223, and 224. Additionally, the solicitation includes options for fume hood upgrades to Buildings 245, 225, 226, 231, 202, 237, 230, 233, 236, and for the furnishing a Labconco or equal nano-particle fume hood (if this option is exercised the nano-particle fume hood will be installed by others). The period of performance (including the options) is from issuance of the Notice to Proceed through approximately 18 months thereafter. Detailed specifications and drawings will be issued with the solicitation. The magnitude of construction for the entire project is between $5M and $10M. Contract award will be made to the lowest priced technically acceptable offer. The solicitation, solicitation amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/. The solicitation is anticipated for release to the vendor community on or about May 7, 2010 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained.
