- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Cryptologic Systems Group (CPSG) intends to award on a sole source basis a Fixed Price contract for the repair of WSTI-U/MSTAR equipment to the OEM, Northrop Grumman, Inc., 1800 Glen Curtiss St., Carson, CA 90746. This proposed repair acquisition will include the following: 1 each WSTI-U Receiver, NSN: 5855ND022917, P/N: 897506-1, 1 each, WSTI-U RF/FO PCI TX Unit, NSN: 5855ND023193J, P/N: 897505-1, 1 each, MSTAR/ARSS-1 RF/FO Remote, NSN: 6030ND024197J, P/N: 909731-1 and 2 each, MSTAR/ARSS-1 RF/FO Base, NSN: 6030ND024198J, P/N: 909732-1. Required Delivery: 30 days after receipt of assets. The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Governmentintends to make an award by April 2010. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within ten (10) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. See Note 22. See Note 26.
