Description
NASA/KSC has a requirement for one each SSC-320L High Performance Long WavelengthInfrared(LWIR) Imaging System with the following accessories: Quantity one each IRIG-BTime-stamp option, Quantity one each 50mm F2.0 lens, Quantity one each 100mm F2.0 lens,and Quantity one each Software Development Toolkit. NASA/KSC intends to purchase the items from Sofradir EC, Inc. for the following reasons: NASA/KSCs Experimental Imaging Lab monitors high speed debris during launches to assessthe risk to the launch vehicle posed by the debris. To do this accurately, a high framerate is required so that fast moving debris can be tracked in multiple frames and itsspeed determined. The accuracy of the speed determination is directly related to theframe rate. The higher the rate, the more accurate the determination.A high frame ratealso extends the camera sensors dynamic range, allowing both extremely hot and extremelycold features in the same scene. The Sofradir LWIR camera offers the highest frame rateof any known LWIR camera thus allowing NASA/KSC to accurately assess any risks caused bylaunch debris.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 14, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this noticeAn Ombudsman has been appointed.
