Description
Solicitation Number NCNA2400-10-07386 is issued as a request for quotation in accordance with the format in FAR 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification Code (NAICS) is 423430 and the Small Business Size Standard is 100 employees. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), specifically the Information Management Division has a requirement for OpenLM License Management Software to be used with existing operational ESRI Software. To better manage cost and compliance of ESRI ArcGIS Desktop software licenses, NOS requires software to manage floating licenses. NOS has researched and tested the OpenLM software with ESRI ArcGIS and found that it is effective in enhancing the usability of ESRI ArcGIS Desktop licenses. The required OpenLM Utilizer product must provide software that: 1) Manages concurrent usage of ESRI ArcGIS desktop software o Allow NOS to choose a timeout cycle to close the software for inactive users, if licenses are required by other users. o Does not close documents for idling users, when license pool is not empty (a threshold that define how empty is the pool, adjusted by NOS). o Save each closed document including a pop-up message, allowing a user to reopen the project with a single click. o Allow users to list any of the recently closed documents. o Handle software extensions such as Spatial Analysis, Network Analyst, Publisher etc. o Automatically fix common problems such as hung licenses. o Allow users to free unneeded extensions each time the software is reopened. o By using the server configuration tool, system managers can control and adjust the functions users will be able to use. o Query license availability and license holders from any workstation. o Users are able to see an original product name, not the FLEXlm given name (which is not clear in most cases). 2) Manages licenses by workgroup 3) Provides reporting and monitoring capability o Usage reports: who is using the software, when are they using it, how often are they using it o Denial reports to know when the license pool is empty o License availability notifications for users waiting for a license NOS also requires services provided by OpenLM including: 4) Technical support for software installation and use 5) Updates and new versions as published 6) One year maintenance OpenLM Software required: (1) OpenLM for ESRI ArGIS Site License; (1) Groups and Projects Extension; (1) Maintenance Fee; (1) Usage Fee. Delivery of product shall be no later than 30-45 days from the date of award. The responding vendors must be a manufacturer's representative for OpenLM products. The resulting purchase order shall be a firm fixed price award. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-39. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4, Terms and Conditions - Simplified Acquisitions (Other Than Commercial Items); FAR 52.232-1, Payments. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. Interested contractors are invited to provide an electronic response to be received no later than noon April 14, 2010 addressed to Sandra.K.Souders@noaa.gov. Award will be made using Simplified Acquisition Procedures. The Government shall not be liable for any costs incurred in response to this request.
