- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Bell Boeing Joint Project Office, for the design, development, and manufacture (Initial Production) of Peculiar Support equipment (PSE), logistics support, end item spares, and associated data to support the Intermediate (I) and Operational (O) level of maintenance for the V-22 Aircraft. The PSE is comprised of two (2) support equipment end items: Tube Coordinate Measurement System, Shipboard Mounting Set and Nose Landing Gear Tow Collar. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. This procurement is for the design and development of these items and therefore technical data and drawings do not yet exist Bell Boeing Joint Project Office, the original aircraft manufacturer of the V-22 aircraft, remains the only known business entity that possesses the detailed technical knowledge, engineering, configuration management experience, aircraft integration information, technical data, combined aircraft and PSE expertise, and the trained technical personnel to fully design and logistically support this required support equipment for the V-22 Aircraft. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that would allow the government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. Please see note 22.
