- Tract 3-007 Specifications for tract 6-004 Davis Bacon Solicitation & Clauses Specifications for tract 3-007 Tract 6-004 Deliverable Tracking Log for TOMIS tracking system The U.S.D.A. Natural Resources Conservation Service North Carolina Office is soliciting bids for a contractor to perform restoration work under the Wetlands Reserve Program on two tracts of land in Tyrell County, NC. The construction specifications and design are specified in attachments with this announcement. The contractor shall provide all management and project administration services, quality control, logistical support, equipment, materials and supplies required to successfully complete the project on time and within schedule in compliance with drawings and specifications. Award will be made in sufficient time for planning and preparation to complete work as directed by the Contracting Officer. A firm fixed price contract is anticipated and will be made to the offeror whose proposal offers the best value to the Government. The estimated construction range for this project is between $250,000 and $500,000. Sealed Bids with the Announcement Number AG-4532-S-10-0010 shall be on the front side of the envelope containing the bid package. The bids shall be due to the Contracting Officer's office NO LATER THAN 10:30 A.M. EASTERN STANDARD TIME, MAY 3, 2010. Opening of bids will take place at 10:30 A.M. Eastern Standard Time, Monday, May 3, 2010, at 4407 Bland Road, Suite 117, Raleigh NC 27609. All questions must be directed to the Contracting Officer by e-mail at Jeff.Hale@nc.usda.gov or in writing by mail (see address below) or fax ((919) -873-2146). No questions will be accepted or further details given by telephone. Questions & Answers will be posted weekly as an attachment to this combined synosis/solicitation. The attachments will be posted on or around each Friday through April 23, 2010, if applicable. No further questions will be considered after April 22, 2010.
