- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with Bell Boeing Joint Program Office (JPO), 401 Tiltrotor Drive, Amarillo, Texas 79120, the design, development, testing and manufacture of various pieces of Peculiar Support Equipment (PSE) to support the Depot Level of Maintenance of the Rotor Hub Tooling Assembly for the MV/CV-22 Aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. This procurement is for the design and development of these items and therefore technical data and drawings do not yet exist Bell Boeing Joint Project Office, the original aircraft manufacturer of the V-22 aircraft, remains the only known business entity that possesses the detailed technical knowledge, engineering, configuration management experience, aircraft integration information, technical data, combined aircraft and PSE expertise, and the trained technical personnel to fully design and logistically support this required support equipment for the V-22 Aircraft. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. See Note 22.
