Description
RECOVERY – KNOX_BIOMASS_REMOVAL_TASKORDERS_STEWARDSHIP, HAZARDOUS FUELS REDUCTION DELIVERY ORDERS – MALHEUR NATIONAL FOREST-THIS IS AN AMERICAN AND REINVESTMENT ACT (ARRA) PROCUREMENT. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. This opportunity is only available to the contractor(s) who were awarded the contract(s) for work in response to Solicitation No. AG-04R3-S-09-8113, “COLLABORATIVE RESTORATION STEWARDSHIP, ON THE UMATILLA, WALLOWA-WHITMAN, MALHEUR AND OCHOCO NATIONAL FORESTS”. The original solicitation was competitively advertised as a Commercial Items RFP. The Government intends to award multiple Delivery Orders from a single request for quotations. This project will be partially or wholly funded with American Recovery and Reinvestment Act funds and is subject to all reporting requirements thereto. The collaborative Restoration Stewardship contract is an integrated resource contract that includes ground-based logging, cable logging, and product transportation as well as slash treatment. The issuance of these Delivery Orders require the contractor(s) to reduce the potential of high intensity wildfire by removing or rearranging the existing fuel loading on the forest floor. This particular project title is Knox Biomass Removal, which is located on the Malheur national Forest. All biomass removed will remain the property of the US Government and be transported by service contractor to local processors. This work will result in retaining healthy, vigorous understory trees at an average spacing of 20 feet to improve tree conditions and forest health, reduce ladder fuels located beneath overstory trees to reduce individual tree torching potential, provided a fuel loading profile that promotes defensible space for fire suppression, and for the re-introduction of fire in the project area. Fuel loading objectives relate to the remaining tons/acre and size of material left after treatment. Target fuel loading objective is to have no more than 5 to 10 tons per acre left once the work is completed. Slash Treatment where required will be accomplished using mechanized equipment to masticate (chip) the slash. This project requires removal of approximately 26,360 tons of non-saw and saw material (merchantable woody biomass). The resultant Task Order Contract(s) will be a firm-fixed price, with requirements for biomass removal.
