Description
This is a pre solicitation notice with the intent to advertise for a Multiple Award Construction Contract (MACC) at Cannon AFB, NM and Melrose Air Force Range, approximately 10 miles South and 8 miles West of Melrose, NM. The Government intends for the MACC vehicle to be awarded as 5 contracts from a single solicitation. The minimum will be to award to 3 small businesses. Government reserves the right to award up to 2 of the 5 contracts to large businesses. The intent is to compete full and open with a guarantee of at least 3 small businesses receiving awards. Resulting MACC contracts will be Indefinite Delivery Indefinite Quantity. The minimum guarantee for each offeror awarded a contract is $10,000. The contract duration consists of a one-year base period and 2 one-year option periods. The Not to Exceed (NTE) amount for the life of the MACC is $45 Million. Task orders will be firm fixed price with an award range between $500,000 and $5,000,000, although smaller projects may be considered. Task order statements of work will be for new construction, renovation/revitalization/alteration, and repair by design-build or by design-bid-build of buildings and related structures. Types of projects may include, but are not limited to: administration buildings, school buildings, hospitals, auditoriums, fire stations, gymnasiums, office buildings, hangars, laboratories, and parking structures. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) codes as follows: Sector 23 - Construction, Subsection 236 - Construction of Buildings - size standard $33.5 Million. Description of the work will be identified in each individual task order. The seed project is the repair/renovation of Building 206 at Cannon AFB. The contractor is required to furnish all personnel, equipment, tools, materials, services, and supervision to provide a complete and usable end product to the government. Prospective offerors will have access to the solicitation at FedBizOps Web Site. (www.fbo.gov) The solicitation is expected to be posted to FedBizOps on or about 14 April 2010. Proposals are expected to be due 13 May 2010, at 2:00 P.M. (MDT). Dates are subject to change. Award will be based on a price performance tradeoff (best value) source selection, considering evaluation factors that will be identified in the solicitation. At time of award the highest rated offeror will receive the seed project and the next most highly ranked offerors selected for contract award will receive the minimum guarantee. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://www.fbo.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor registration (CCR) at web site http://www.ccr.gov. A Pre-Proposal Conference will be scheduled for a later date.
