- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION SOLE SOURCE JUSTIFICATION: Requesting Agency: U.S. Fish & Wildlife Service, Arizona Ecological Services Office, Tucson Sub Office Contracting Agency: U.S. Fish & Wildlife Service, Region 2, Buenos Aires NWR Action to be Approved: Sole Source Purchase of a soft release ensloure specific to needs of the Mount Graham Red Squirrel from Corners Limited (DUNS # 001741875) Supplies Required: Custom designed enclosure for Mt. Graham Red Squirrel Statutory Authority: FAR 6.302-1. This announcement is published as a Sole Source in accordance with FAR 6.302-1. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by 4:30 p.m. Arizona time, April 6, 2010 will be considered by the Government. Demonstration of requirement of authority: Given the unique design requirements for a soft-release enclosure for the Mt Graham red squirrel Corners Limited is the best option for purchase. Corners Limited was recommended by Phoenix Zoo as a company that could build custom-designed soft release enclosure specific to the needs and location of the Mt. Graham red squirrel. Arizona Ecological Services Office obtained a price quote from Corners Limited and attempted to obtain quotes from nine other companies selected from Central Contractor Registration (CCR). Efforts to ensure offers from as wide a range of suppliers as possible was made. Three companies provided websites from which Arizona Ecological Services Office was able to determine the company would not be able to meet the species-specific needs of the design (one was an engineering firm, one was a supplier of screening material only and did not build structures, and one fabricated wire only and did not build structures). Two other companies replied via phone that they did not engage in this type of work (one dealt only with industrial products, while the other only provided materials and did not build structures). The remaining four companies replied they would look at the design to determine if they could meet the necessary requirements. After being sent design, one company replied they could not meet these requirements, another company replied they could not find the proper source materials required for the enclosure, and two did not reply.
