- Description
- The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal accounts in the PEPCO DC service territory. The successful offeror will supply all electricity components for a contract term of twenty-four (24) full billing months. Deliveries will begin with the December 2010 meter read date for all accounts unless otherwise specified. A six (6) month extension period is included in the contract. The approximate annual electric requirement is 35,000,000 kWhs per year. Accounts require a minimum of 5% renewable power and possibly 7.5% renewable power as defined in the solicitation. An additional amount of renewable power for one account as a pricing option will be considered and evaluated. Capacity and transmission prices will be treated as pass-through items in accordance with the terms of the contract. The price offered will apply to all accounts in each pricing group and that price will remain fixed for the contract term with the exception of capacity and transmission. Multiple awards will not be considered. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest evaluated price and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on April 20, 2010 at the GSA Bid Room (see solicitation for address).
