- Non-Nuclear Engineering/Technical Services for Ship Availability Planning and Engineering Center (SHAPEC) and Waterfront in support of Portsmouth Naval Shipyard, Portsmouth, NH. Duties will occur at Portsmouth Naval Shipyard. The work to be performed under this contract shall be in support of U.S. Navy Submarines, primarily Advanced Planning for SSN 688 and SSN 774 Classes. Contractor shall be required to assist the Structural, Fluid/Mechanical, and Combat Systems division at PNS. This competitive procurement is to negotiate and award a Cost Reimbursement, Cost Plus Fixed Fee, Level of Effort Contract. The contract period of performance will be five years from the base year beginning O/A 01 July 2010 plus four option years through 30 June 2015. The total estimated level of effort for the base period is 6,010 man-hours and 28,140 man-hours per year for each option year with a total estimated L.O.E. over the 5 year period of 145,525 man-hours. Submission of Technical cost and pricing data is required. The contractor shall provide technical support to develop budget guidance and workload forecasts, assist with any other financial related tasks; develop Job Summaries; prepare Task Group Instructions (TGIs); order material; resolve Deficiency Form (DF) problems (DLs and DRs) and prepare Sales Cost Estimates for all Engineered Overhauls (EOHs), Depot Modernization Periods (DMPs), Select Restricted Availabilities (SRAs), Pre-Inactivation Restricted Availabilities (PIRAs), and Inactivation's (INACTs) scheduled over the life of the contract. Various labor categories include, but not limited to, Project Manager, Jr. Engineer, meeting PNS qualifications for SHAPEC Electrical Engineer, Sr. Engineering Technician, meeting PNS Qualifications for SHAPEC Mechanical, Engineering Technicians, meeting PNS qualifications for SHAPEC Naval Architect, (Fluid Mechanical), (Combat Systems), Electrical/Electronics Engineer (SHAPEC), and Jr. Administrative Assistant. This requires a Final Security Clearance of Confidential. The contractor's facility must be cleared to a minimum, of Final Confidential, and contractor's personnel to include subcontractor must possess proof of US citizenship and Final Security Clearance of Confidential as a minimum to support sensitive Virginia class submarine technology.
