Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Surface Warfare Center Carderock Division (NSWCCD). NSWCCD Philadelphia is currently looking for sources to upgrade a gas turbine electric starter for gas turbine model GE LM2500. Upgrade requires several electrical hardware improvements to meet power and engine operation requirements. Power requirement is 440V, 200 A peak. Also, 24 VDC command signals. Peak engine starter torque during normal operation is 590 ft/lb. The engine speed at which the starter would disengage is 4300-4700 rpm. The ambient operating temperature (surrounding the starter during operation) is 180 deg F. Mounting location of the starter is the gas generator accessory gearbox. The starter must be capable of performing other duties such as motoring, water washing, etc. The engine rate of acceleration is 147 rpm/s and the engine starting time to idle is 60 seconds. This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the pre-solicitation conference will NOT be reimbursed. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. This announcement does not commit the Government to the award of a contract. Please reference the above solicitation number when responding to this notice.
