*THE ISSUE DATE OF SOLICITATION DJMS-10-R-0022 IS POSTPONED TO APRIL 1, 2010 OR EARLIER. PLEASE CONTINUE CHECKING THE FBO WEBSITE FOR ANY FURTHER NOTICES. The U.S. Marshals Service intends to issue a Request for Proposals (RFP) DJMS-10-R-0022 on March 19, 2010 for Court Security Officer Services for the protection of the Federal Judiciary in the 1st Judicial Circuit (Maine, Massachusetts, New Hampshire, Puerto Rico, and Rhode Island), the 2nd Judicial Circuit (Connecticut, New York, and Vermont), the 3rd Judicial Circuit (Delaware, New Jersey, Pennsylvania and the Virgin Islands), the 4th Judicial Circuit (Maryland, North Carolina, South Carolina, Virginia, and West Virginia), the 5th Judicial Circuit (Louisiana, Mississippi and Texas), the 6th Judicial Circuit (Kentucky, Michigan, Ohio, and Tennessee), the 7th Circuit (Illinois, Indiana, and Wisconsin), the 8th Circuit (North Dakota, South Dakota, Minnesota, Nebraska, Iowa, Missouri and Arkansas), the 9th Circuit (Alaska, Arizona, Nevada, California, Oregon, Idaho, Washington, Montana, Guam, Northern Mariana Islands and Hawaii), 10th Judicial Circuit (Wyoming, Utah, Colorado, Kansas, Oklahoma and New Mexico), 11th Judicial Circuit (Alabama, Georgia and Florida) and the 12th Judicial Circuits (District of Columbia). The contractor must provide all the management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided by the Government) and plan, schedule, coordinate, and ensure effective performance of Court Security Officer services. The contractor must provide at a minimum, qualified Court Security Officers (CSOs) that have successfully completed federal, state, county, municipal or military law enforcement academy training; that have a minimum of three calendar years experience as a certified law enforcement officer with arrest authority; background investigation; and physical fitness requirements. The Government intends to award a separate contract for each judicial circuit. The resulting contracts will be fixed price, indefinite-delivery, indefinite-quantity, time-and-materials, labor hour contracts with a one-year base period and one to four one-year options. All options will be evaluated for award purposes. To be considered for award, the contractor is required to submit a proposal for all sites within a Circuit. All questions must be submitted in writing to Ms. Patricia Hoffman, (Patricia.Hoffman@usdoj.gov) no later than 12:00pm EST March 30, 2010. Proposals will be due on April 19, 2010. Hard copies of the solicitation document will not be available. The web site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will be distributed solely through the web site. Interested parties are responsible for monitoring the web site to ensure that they have the most up-to-date information about this acquisition. This procurement is being issued under full and open competition. The North American Industry Classification System (NAICS) code is 561612. All responsible sources may submit a proposal that will be considered by the agency. Services are anticipated to commence on or about October 1, 2010.
