- Requirement Statement for Data Services Under the Authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, on behalf of the Economics and Statistics Administration (ESA), the U.S. Census Bureau intends to contract with IHS Global Insight, on a sole source basis, to provide historical economic and financial data and to provide access to model-based economic projections and analyses. Delivery Schedule: Electronic access to databases on a 24 hour, 7 day a week basis through the ESA network and internet connection. The Place of Performance will be Department of Commerce (DOC)/ ESA. This requirement will be a Fixed Price order. The period of performance for the following services will be for one base year and four-one year option years as follows: Base year (April 1, 2010 through March 31, 2011), Option Year One (April 1, 2011 through March 31, 2012), Option Year Two (April 1, 2012 through March 31, 2013), Option Year Three (April 1, 2013 through March 31, 2014), and Option Year Four (April 1, 2014 through March 31, 2015). For more information on detailed requirements for data services, please see the attached Requirement Statement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing and pertinent information that demonstrates their ability to meet the ESA's needs. Detailed capabilities must be submitted to the Rhonda Talbert, U.S. Census Bureau, Acquisition Division via email at rhonda.m.talbert@census.gov. This notice is not to be considered a request for quotations or proposals. No solicitation document is available and telephone request will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative response is received within 10 days from the date of this publication, a contract may be issued to IHS Global Insight, without further notice.
