- This procurement is requested to provide an individual with a specific area of expertise to assist NIST meet milestones in a strategic research program that is of high priority to EEEL and NIST. The nation depends on an electronic infrastructure comprised of hundreds of millions of microprocessors, memory elements, and myriad other devices including lasers, optical receivers, high and low frequency electronics, and countless displays. Individually, these components and devices may be modest consumers of electricity; however, taken together, this infrastructure consumes an estimated 15% of the present domestic electric generating capacity (of over 4 trillion kWh), and is expected to double every 6 years. The contractor shall specify and assist in the procurement of all parts and materials required to construct the ESR probe. Mechanical drawings and blueprints will be provided if custom machining for parts is required. The contractor shall assemble the test fixtures, electronics, and instrumentation required to provide the stimulus and to allow the measurements necessary to operate the probe. The probe, once constructed will be calibrated to a standard ESR reference material to determine its functionality and sensitivity. Finally, the contractor shall demonstrate the probe on commercially available MOSFETs with sub-micrometer channel lengths. The specific tasks pursuant to this effort are described in the Performance Work Statement included in the Request for Quote (SB1341-10-RQ-0178). It is anticipated that the solicitation for this procurement will be issued on or about March 23, 2010 under FAR Part 12 procedures. The Government anticipates an award of a Firm-Fixed Price type Purchase Order as a result of the solicitation. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the internet at http://www.fedbizopps.gov. The solicitation will only be available via the internet at the above website. Potential Offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no printed solicitation document available. NIST will not maintain a bidder's list. Telephone requests will not be honored; all questions must be submitted in writing via e-mail to jennifer.lohmeier@nist.gov no later than Wednesday, March 31, 2010, 12:00PM EST. To be eligible for award, Offerors MUST be currently registered with the Central Contractor Registration at www.ccr.gov and have completed its representations and certifications at http://orca.bpn.gov. The North American Industrial Classification System (NAICS) code for this acquisition is 541712 and the size standard is 500 employees.
