- Naval Air Systems Command (NAVAIR) intends to award sole source Firm Fixed Price contract to Rockwell Collins of Cedars Rapids, IA for cryptographic modernization of the E-6B aircraft and associated training systems. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' A determination by the Government not to compete this effort is solely within the discretion of the Government. The Government intends to contract with Rockwell Collins for the non-recurring engineering, modification kits and installations to replace two LST 5 radios with ANDVT/KY-57/58/KG-84 embedded crypto and DAMA Modems / DAMA SATCOM along with associated ARC-171 radios and KIV-7HSB and KY-100 crypto devices. ARC-210 Gen V radios with embeded crypto will be used to provide these capabilities. GENERAL INFORMATION: Baseline configuration for this effort includes Block I configured aircraft and trainers. The Block I Mission Avionics Processing System (MAPS) currently in development by Rockwell Collins must be modified to incorporate virtual control of ARC-210 Gen V radios with embedded crypto. Rockwell Collins is the only company currently in possession of the technical data required to produce modification kits and perform the installations in sufficient time to meet DIRNSA Fort George G Meade mandated end of usefull life for existing cryptographic devices.
