Description
The Middle Rio Grande Endangered Species Collaborative Program through the Bureau of Reclamation has an upcoming requirement for the reproductive efforts monitoring of the Rio Grande Silvery Minnow in the Isleta and the San Acacia reaches of the Middle Rio Grande. Extensive egg monitoring (3 times a day, two hours each in duration) will take place during the 2010 spring run-off, approximately between the months of May and June. Spawning monitoring is solely for the purpose of alerting responsible individuals on when to perform viable egg collection in the river channel. Resultant contract from this solicitation does not include egg collection, or any detailed analysis other than basic statistical analysis. For this requirement, applicable federal and state permits must be obtained prior to performance. Evaluation criteria for award consideration, listed in descending order of importance, may include technical capability to satisfy the government need, qualifications of proposed staff, past performance on similar or comparable projects, and price. Technical capability, qualifications of proposed staff, and past performance when combined are significantly more important than cost or price. A firm-fixed price contract with base plus up to a maximum of 4 option years will be awarded resulting from Request for Quotations No. R10PS40031 using procedures prescribed by FAR Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 13 - Simplified Acquisition Procedures, which will be posted on or by March 26, 2010.
