- Hillman Ferry Wellhouse This is a combined synopsis/solicitation this announcement, combined with the attached drawings constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA - Forest Service intends to award a Firm Fixed price Contract for the following project: To build an on-site built concrete building in accordance with (IAW) the attached specifications. To install pump, tanks, tank modifications and water line connections per specification. Build driveway and parking space IAW specifications. Period of Performance is 90 calendar days with conditions (see Specifications). (I) This solicitation is issued as a request for proposal (RFP). (II) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at http://orca.bpn.gov. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 237110, Water and Sewer line and related Construction. The small business size standard is $33.5 Million. (V) A pre-bid meeting is scheduled for 0900 A.M. CST March 15th, at 100 Van Morgan Drive, Golden Pond, KY 42211. SEE ATTACHMENTS for map to location of pre-bid meeting. (VI) Date(s) and place(s) of delivery and acceptance: Land Between The Lakes, Hillman Ferry Campground, KY. Period of Performance is between May 3 - 28 May, 2010 Water must be turned on for weekends. (VII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to submit references including contact name and number for similar work completed as well as a description of the equipment intended for use on this project. (VIII) Offers will be evaluated on their past performance, their technical capability to successfully complete this project, and the price quoted. The combination of experience with similar work and the type of equipment offered will determine technical capability. Answers will be supplied no later than 26 March, 1600 CST. (AUG 1999) (a) If an item in this solicitation is identified as “brand name or equal,” the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation. (b) To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must— (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by— (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an “equal” product, the offeror shall provide the brand name product referenced in the solicitation.
