- English Placement Test The Department of State's Office of Overseas Employment (HR/OE), seeks to offer posts a universal English language recruitment test for locally employed job applicants recruitment programs abroad. The Department of State intends to purchase from the University of Michigan English Language Institute (UMELI) the English Proficiency Test (EPT) under Blanket Purchase Agreement SAQMMA10A0115 for base and four option years. The proposed procurement is to be made under the authority of only one responsible source and no other supplies or services will satisfy agency requirement, as implemented by FAR 6.302.1 the J&A is attached.
