Description
The U.S Army, Tank Automotive Command (TACOM,) Warren, MI 48397-5000 will be issuing a requirement to a HUBZone contractor to provide a Firefighter Individual Requirements Equipment Set (FIRES.) The FIRES kit consists of the following systems; Structural Firefighting clothing ensemble, Fire Resistant Army Camouflage Uniform, Aircraft Rescue Firefighting ensemble, Wild land Firefighting ensemble, Self Contained Breathing Apparatus set & Storage Container to place/transport the kits. "Structural Firefighting Ensemble consists of: jacket, trousers, suspenders, gloves, boots, traditional helmet, goggles, hood. "Fire Resistant Camouflage Uniform consists of: jacket/trousers, impact barrier gloves, bag firefighter ppe, knife assist with clip, rapid intervention team bag and egress system-personal escape, drag strap, flashlight with clip and photo luminescent shroud, spanner wrench multipurpose, strap equipment/PPE holder w/4 carabineers, glove holder strap, helmet band. "Aircraft Rescue Firefighting consists of: jacket, trousers, H shaped suspenders with padding, gloves, boots, helmet, storage bag ARFF PPE, Nomex flight gloves. "Wild land Firefighting Ensemble consists of: firefighting shirt, pants, helmet firefighter full brim, headlamp helmet, shroud neck, work gloves, boots, backpack, fire shelter, one quart water bottles, personal equipment bag (40 lbs,) Harness single radio universal chest mounted, wild land face shield. "Self Contained Breathing Apparatus (SCBA) set consists of: SCBA, M7 Responder, mask case, repair kit, bottles, protective cases, and video. "Storage container: must be transportable by C-130 aircraft, sea and rail, must hold 7 to 12 complete FIRES sets, double doors on both sides, exterior shall be 6 5-1/2 length, X 8 tall. A human readable information plate conforming to A-A-50271, Composition A, Class 2 or Composition D, and containing the following data shall identify each container in accordance with MIL-STD-130. The item identification shall be placed in a location on the exterior of the FIRES Containers that is plainly visible when the enclosure has been closed in preparation for transport or storage. Nomenclature: (to be identified by contract/delivery order) NSN: (to be identified by contract/delivery order) LIN: (to be identified by contract/delivery order) Specification data: DFP ECB-019 Manufacturer: CAGE or NSCM and PIN ** Serial Number: * Acquisition instrument identification number: ** The requirement is set in two phases; the first phase is for a quantity of five (5) FIRES prototype kits. Phase two is for 1,182 kits over five (5) option years. Packaging is commercial. Unless otherwise specified, the unit package quantity shall be one each part, set, assembly, kit, etc. CERTIFICATE OF CONFORMANCE (COC) FORMAT REQUIREMENTS. COCs shall contain the following information. Refer to MIL-W-63150. "Name of company providing the COC and the date of submittal. "Contract number and DFP paragraph number that the COC applies to " A brief description of the item for which the COC is being provided "The test standard used to certify the requirement. "The signature and title of the certifying official. All items must meet or exceed current standards as outlined by NFPA, OSHA, UL, and American Society for Testing and Materials (ASTM). RFID tags are required. More detailed specifications will be contained in solicitation W56HZV-10-R-0285. The solicitation will be released on or about 06 April 2010. All responsible HUBZone sources may submit an offer for consideration.
