Description
This Request for Information (RFI) is being posted on GSA eBuy and via FedBizOpps, under the Franchise Authority of the Department of the Interior, National Business Center, Acquisition Services Directorate (AQD) for the Department of Veterans Affairs (VA) Financial Services Center (FSC). The Department of Veterans Affairs Financial Services Center (VAFSC) is conducting market research on mailroom/scanning equipment. VAFSC seeks to gain an understanding of mailroom/scanning equipment capabilities, functionality, and applicability to current operations. Based on the results of this RFI, VAFSC will evaluate a future Request for Quote for procurement of mailroom/scanning equipment. This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. The purpose of this RFI is to identify potential sources that are interested in and capable of providing Mailing/Scanning equipment described herein. The North American Industry Classification System Code (NAICS) for this requirement would be 333313, Incoming mail handling equipment (e.g., opening, scanning, sorting) manufacturing. VAFSC is specifically interested in the BancTec X-series and the Opex AS3690i (or equivalent) scanning equipment. The intent of this RFI is to gain awareness of the mailroom/scanning equipment being utilized by industry that can accommodate the high volume of documents the VAFSC mailroom receives on a daily basis. The capabilities and technical characteristics presented in this RFI shall be considered as guidance only. Firms are invited to indicate their interests and capabilities by providing specifications, brochures, manuals, information pertaining to experience on previous projects, and any other specific and pertinent information as it pertains to this particular area of procurement that would enhance the Governments consideration and evaluation of the information submitted. To better assist firms with identifying possible solutions, an overview of the VAFSC's mailroom operations and current equipment resources is illustrated below: The VAFSC is interested in a Mailroom/Scanning solution that both meets current operational needs and scales for anticipated future growth. The equipment currently used in the VAFSC mailroom is technologically outdated and needs to be replaced. The VAFSC currently processes over one million pieces of mail on an annual basis and forecasts growth to three million pieces during Fiscal Year (FY) 2010. Potential growth for years beyond FY 2010 could approximate ten million pieces of mail per year. However, this estimate includes mail volume for future business lines that may or may not be relocated to the VAFSC. As a result, any solutions should include the flexibility to rapidly adjust to dynamic business conditions without negatively effecting production capabilities or customer service quality; and be capable of high speed scanning and contain document classification software using Optical Character Recognition (OCR) technology to determine VAFSC defined document types. The VAFSC is responsible for transacting a number of key financial functions for VA and Other Government Agencies. Therefore, the VAFSC is the recipient of a wide variety of mail that creates a challenge to ensure that all mail is processed accurately and efficiently. The VAFSC Mailroom and Scanning operation provides processes and applications to support opening, sorting, document preparation, batching and scanning of documents as they are received at the Mail Processing Unit (MPU) of the VAFSC. The primary types of mail received by the MPU include: 1.Transmittal mail from other VA Stations2.Mail received through USPS3.Packaged mail via FedEx and other bulk shippers remain with their package. These mail types include documents from vendors, employees, contractors, or third parties that will result in a transaction in the VA's Financial Management System (FMS) and a payment, credit or other adjustment in the financial records of the VA. Most of the documents received are invoices or medical claims from vendors that have provided services for VA facilities located throughout the country. The VAFSC is required to process mail driven transactions in a timely manner, in accordance with the Prompt Payment Act. The Government does not intend to make an award on the basis of responses nor otherwise pay for the preparation of any information submitted in response to this RFI. Acknowledgment of receipt of responses will not be made. Respondents may be notified of the Government's acquisition method via an amendment to this notice or a new notice. Based on the review of the responses to this RFI, the Government reserves the right to conduct competition either via GSA Federal Supply Schedules or full and open. Interested organizations should submit a capability statement of approximately 5 pages that detail their firm's ability to provide solutions based the information specified above. All proprietary information should be marked as such. Responses will be reviewed by Government personnel and will be held in a confidential manner.
